Responsibilities

This position serves as the Chief of Planning, Science and Resources Management at Santa Monica Mountains National Recreation Area, reporting to the Superintendent's office. The recreation area encompasses 153,000 acres of mountain and coastal resources within the Los Angeles Metropolitan Area of southern California. It was authorized by Congress in 1978 to preserve rare, Mediterranean-type ecosystems and to provide recreational, educational, and public health benefits for the people of southern California and the nation.

The recreation area is located in a rapidly developing region of 18 million people: one in 18 Americans lives within one hour of the recreation area's boundary. The recreation area boundary includes 12 incorporated cities within Los Angeles and Ventura Counties. Multiple agencies work together inside and adjacent to the park boundary to carry out a comprehensive and exciting program of conservation actions. The intensely urban environment and the complexity of economic and political influences require that the incumbent have an exceptional scope and degree of sensitivity and expertise in carrying out planning, science and resource management responsibilities.

Due to the number and variety of landowners within the park boundary, providing for appropriate resources protection requires a high level of cooperation with other land management agencies, municipal and state governments, academic institutions, and private landowners.

* U.S. Citizenship required. * Appointment subject to background investigation and favorable adjudication. * Meet Selective Service Registration Act requirement for males. * Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. * Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. * You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. * You may be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. * You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. * If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. * You may be required to travel overnight away from home up to 1 night per month. You must obtain a government charge card for travel purposes. * You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-05/07/2021-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-13 grade level, you must possess the following Specialized Experience Qualification by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) providing natural resource and environmental compliance support and professional advice to management in the areas of natural resources, environmental protection program, environmental planning and environmental compliance relating to the protection and preservation of natural resources within a park or field office setting; 2) natural resource and environmental program management and implementation; 3) providing technical expertise in all areas related to environmental protection and compliance issues for multiple locations; 4) managing and/or coordinating the efforts of others in the preparation of the natural resources section of the resource's management plans, environmental protection plans and projects; and 5) preparing materials to support a wide variety of planning projects including categorical exclusions (CE), environmental assessments (EA), and environmental impact statements (EIS). You must include hours per week worked.

There is no substitution of education for this required experience at the grade level of this announcement.

In addition to meeting the Specialized Experience, to qualify for this position at the GS-12 grade level, you must possess at least one of the following Basic Education Requirements by close of the announcement:

Natural Resources Management and Biological Sciences-0401:

EDUCATION: Successful completion of at least a full 4-year course of study in an accredited college or university leading to a Bachelor's (or higher) degree in biological sciences, agriculture, natural resource management, or chemistry. You must include transcripts at the time of application.

* OR-

COMBINATION OF EDUCATION & EXPERIENCE: Courses equivalent to a major, as shown above for the 0401 series, plus appropriate specialized experience or additional education.

* OR-

Cartography-1370:

EDUCATION: Successful completion of a full 4-year course of study in an accredited college or university leading to a Bachelor's (or higher) degree in cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). You must include a copy of your transcripts at the time of application.

* OR-

COMBINATION OF EDUCATION & EXPERIENCE: Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown above for the 1370 series, plus appropriate experience, or additional education.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
